.vuṣūl bulduḳda bu bābda ṣādır olan emrüm üzere ʿamel daḫī siz ki mūmā ileyhimāsız icrā-yı şerʿ ve iḥḳāḳ-ı ḥaḳḳ olunmaḳ içün
.mezbūrları İbrāhīm× ve Meḥmed× reʾīsi āsitāne-i saʿādetüme iḥżār eyleyüb mażmūn-ı emr-i şerīfümle ʿāmil olasız şöyle bilesiz.

Decree to the governor of the Scutari× district and to the judge of Ulcinj×:

General [Damian Hugo] Count of Virmont×—may God end his days propitiously—who came to my gate that is the center of state as grand ambassador from the Roman emperor×, the paragon of the great commanders of the community of Messiah, sent a sealed petition to my threshold of felicity [about the following matter]:

He reported that in the year one thousand one hundred twenty, merchants named Orlando× and Stefanista from among the merchants of the Roman emperor×, as they were sailing from Fiume× to the Venetian Gulf× on their two pieces of ships carrying some goods under the flag and patent of the aforesaid×, Ibrahim× and Mehmed× captains who are from among the pirates of Ulcinj× came across along with their frigates the aforementioned merchants on the sea and, in violation of the imperial letter of agreement (ʿahdnāme-i ḥumāyūn), seized the goods that were on the ships. Due to the campaign that occurred six months after the incident, justice was not carried out for [the pirates] and things remained unchanged since.

You are the aforementioned! [The ambassador×] requested my most noble order for the summoning of the aforesaid Ibrahim× and Mehmed× captains in my threshold of felicity so that the goods they seized and looted during peacetime in violation of the imperial letter of agreement shall be acquired and justice shall be carried out for them.

I× command that when arrives you shall act in accordance with my order issued about this matter. You are the aforesaid! You shall send the aforesaid Ibrahim× and Mehmed× captains to my threshold of felicity for them to be summoned in my presence in order to execute Islamic law and carry out justice for them. You shall act as per the purview of my most noble order. So shall you know!
