Decree to the judges, aides-de-camp of janissary commanders, janissary commanders, provincial notables, and functionaries situated on the road from my threshold of felicity to the border of Transylvania:

General [Damian Hugo] Count of Virmont—may God end his days propitiously—who came as grand ambassador from the Roman emperor, the paragon of the great commanders of the community of Messiah, sent a petition to my threshold of felicity [about the following matter]:

A merchant from among the aforementioned Roman emperor’s subjects, named Isaac Moshi(?), along with his two servants, reported that he came from Transylvania to trade and he currently wishes to go back to that direction intending to trade. (The ambassador) officially requested my favor to issue my noble decree so that, as per the imperial letter of agreement (ʿahdnāme-i ḥumāyūn), after [the merchant] fulfills at a given location his customs duty for the commodities he purchased and receives in his hand the certificate of payment, he shall not be oppressed and injured with recurrent customs duty claims.

Upon consultation to my imperial letter of agreement, it is written and recorded in that agreement that after the merchants of both sides pay their customs duties at a given location for a single time at the rate of three percent for the commodities they brought over land, sea, and rivers, they shall absolutely not be injured with claims for more than the three percent or with the claims of an export fee (maṣdariyye), dues for goods in transit (żarar-ı ḳaṣṣābiyye, lit. 'butcher’s damage'), and other taxes, except for a safety fee of 300 akçes, (collection of) which is as allowed to a variety of custodians. My illustrious edict has been issued that after the customs duty is paid for once as per the conditions of my imperial letter of agreement, he shall not be injured or oppressed with recurrent claims [of customs duty].
