Hugo] Count of Virmont—may God end his days propitiously—who came to my gate that is the center of state as grand ambassador from the Roman emperor, the paragon of the great commanders of the community of Messiah, sent a sealed petition to my felicitious threshold:He officially requested my favor to issue my most noble decree [about the following matter]: As required by the peace and amity that was concluded between my sublime state and the Roman emperor, although it was necessary according to the conditions of the imperial letter of agreement (ʿahdnāme-i ḥumāyūn) to protect and guard the merchants of the aforesaid Roman emperor when they travel to and from my well-protected domains over land, sea, and rivers, [the ambassador] reported that they have been molested at some locations – in violation of the imperial letter of agreement. [Therefore,] they shall be protected and guarded and not molested or injured.He officially requested my favor to issue my most noble decree [about the following matter]: As required by the peace and amity that was concluded between my sublime state and the Roman emperor, although it was necessary according to the conditions of the imperial letter of agreement ( ahdname-i humayun) to protect and guard the merchants of the aforesaid Roman emperor when they travel to and from my well-protected domains over land, sea, and rivers, [the ambassador] reported that they have been molested at some locations – in violation of the imperial letter of agreement. [Therefore,] they shall be protected and guarded and not molested or injured.Upon consultation to my imperial letter of agreement, it is written and recorded therein that the merchant class may trade quietly, safely, and soundly in the lands of both sides as stipulated by the formerly issued imperial letters of agreement. The merchants from the lands that are under the suzerainty of the aforesaid Roman emperor and the merchant subjects of the places that the Roman emperor will henceforward capture from the Christian nations—regardless of which nation these merchants belong to—once they pay the required customs duties, they shall not be injured or disturbed, and instead be protected and guarded when they quietly come and go to the well-protected domains and trade under the flag and patent of the Roman emperor over land and sea, as concluded by the delegations authorized in this matter. My illustrious edict has been issued [such] that [you] shall act per the imperial letter of agreement and the merchants shall not be oppressed and injured in any means.I order that you shall act according to my edict of glorious worth issued on this matter. When the merchants that are under the suzerainty of the aforementioned Roman emperor and a variety of his subjects—regardless of whichever nation they come from—quietly come to my well-protected domains with a flag of the aforementioned emperor, and when they trade and pay their required customs duties, they shall absolutely not be injured. They shall be protected and guarded as per the conditions of my imperial letter of agreement. You shall act as required by the exalted purview of my most noble order.
