On the emperor's request to deliver a message for tsar Peter I. to whose envoy in Constantinople, Oettingen-Wallerstein judges there is little to be gained, since the Russian envoy is under observation and both states seem to be willing to continue the war anyways, diplomatic efforts are deemed a ruse to gain time.
