Fi evahiri Rebi i l-ahir sene 1112Decree to Yusuf—may his glory endure—who is one of the gatekeepers of my imperial court and has been appointed [as attendant to] the grand ambassador of the ceaser of Austria at my felicitous capital, and to the chief of the crane-keepers (73rd Janissary regiment)-may his glory increase:With the will of almighty God, a reconciliation and a peace agreement have been reached between the eternal Sublime State and the Roman Emperor, one of the great kings of the Christian nations, for the betterment of the conditions of the subjects, the restoration of losses, and the repair of cities.It has been stipulated in my honorable imperial letter of agreement that prisoners captured on both sides during the time of conflict and battle, and who are now held in state prisons (beglik zindanı), have hoped to be released in honor of this blessed peace and reconciliation.And, given the circumstances, it is not in accordance with the Sultan’s grace and benevolence, nor with the noble customs of the sovereign, for these captives to remain in suffering. Therefore, the captives shall be released in exchange for a manumission price, following the old customs and the most proper methods.It is permissible for those captives held by private individuals to be released for a reasonable and moderate manumission price, as feasible. If an agreement cannot be reached with the owners, the judges of the area should assign their deputies to mediate. If mediation fails, the owners must prove the price they paid for the captive, or declare the price under oath, after which the agreed manumission price shall be paid, and the captives shall be released. The owners should not obstruct the release of the captives by demanding exorbitant sums. Thus, it has been recorded and written that both sides should show compassion and make efforts to ensure the release of captives.After the aforementioned ambassador departs from my felicitous capital, if, along the way and at the stations and stages where he stops, he encounters Austrian captives, whether male or female, in the hands of the people, efforts should be made to secure their release by paying reasonable and moderate prices, with the owner’s consent and the terms of the imperial letter of agreement. The ambassador has requested my favor regarding these matters.You are those who are addressed in this decree: Along the way, at stations, and stages, except for those men and women who [became] Muslims, take care and pay attention to securing the release of Austrian captives, whether male or female, held by private individuals, in accordance with the conditions and stipulations detailed in my imperial letter of agreement, by paying a reasonable and moderate manumission price. A decree of my high command has been issued to ensure that you strictly avoid any actions or situations that contradict the conditions and stipulations of my imperial letter of agreement. 5–14 October 1700
