To the Governor of Erzurum, Vizier İbrahim Pasha, the beylerbeys of Trabzon and Kars, and to the judges along the route from Istanbul to Trabzon by sea and land, and from there to the Persian border, as well as to the tax collectors of the aforementioned districts, aides-de-camp of the janissaries, janissary guards, harbormasters, provincial notables, and other functionaries:

Paragon of the great commanders of Christendom and pillar among their illustrious greats, Graf Wolfgang (IV) zu Oettingen(-Wallerstein)—may he end his days propitiously—who is the plenipotentiary and grand ambassador of the empire and a confidant and member of the privy chamber of the most esteemed among the great commanders of Christendom, the elite of the illustrious magnates in the community of the Messiah, the possessor of the symbols of majesty and dignity, the Roman Emperor, has submitted a petition to my felicitous court.

He has requested permission for a priest named [? Felix Maria(?)], who is accompanying him, to proceed to a monastery named , having obtained authorization from the chief of the clergy. Should they pass through any district under your jurisdiction, you are to provide them with appropriate accommodation and ensure that necessary provisions are made available at the current market price, to be paid for in cash. Along the journey, whether on the road, at stops, or at stations, no one shall interfere with them or their belongings, demanding jizya, taxes, or any other dues under any pretext. Each of you must ensure that they are safely and securely passed from one jurisdiction to the next with the utmost diligence and care. Furthermore, they are not to be detained in any location, nor are they to interact with the non-Muslim subjects, except under the conditions explicitly outlined.
