Balkan Studies der Österreichischen Akademie der Wissenschaften die

Sultan’s decree addressed to the provincial governors situated on the road
and sea routes from Istanbul to Trabzon and Erzurum, instructing them to
ensure that the Austrian priest Felix Maria(?) arrives safely at the
monastery he is traveling to.
