Abstract
The emperor informs his commissars that the pasha of Buda is delaying the release of Kurtz and the cessation of the raids. As this is against the peace, the emperor has complained to the sultan, whose reply shall arrive before negotiations can begin. The commissars should inform the pasha of Buda that the emperor’s army has been gathered on the border, for which the pasha is responsible.
